Abstract: The?problem?caused?by??coal?exploitation?has?become?more?and?more??serious?along?with?the?development?of?coal?Industry. The key reason is the larger negative externalities, and how to measure is the basic but difficult matter to improve the price and compensation system.According to this,the article puts forward the measurement model systematically from four aspects including resource depletion cost, environmental cost, ecological cost　and safety and negative externality cost , and calculates the negative externality cost of this mine and using the real data of a mine in Shanxi to verify .
