Abstract: In order to study the influencing factors of TQM system in coal enterprises under the background of high-quality development, Shenmu Hongliulin Mining Co., Ltd. of Shaanxi Coal Group was taken as the research object, and relevant data were obtained through literature research, field research and expert interviews, The influencing factors set of TQM system is constructed from four dimensions of strategic innovation management, production safety management, coal quality management and administration. The Interpretive Structure Model is used to analyze the 20 influencing factors, and a multilevel hierarchical digraph is drawn, The hierarchical relationship among the factors is analyzed according to the hierarchical results displayed in the interpretive structure model. The paper puts forward constructive suggestions on the improvement of TQM system in coal enterprises, and promotes the high-quality development of coal industry.
