Abstract: By analyzing the historical hidden dangers inspection data of a certain coal mine and combined with accident-causing theory analysis shows that coal mine hidden dangers mainly hid in first-line workspace like the work groups, and also is the important cause which will lead to coal mine accident. So it is much necessary to establish a hidden dangers inspection system which take work groups as the basic unit. The current coal mine hidden danger inspection system can only satisfying the work teams demand or above demands. This paper use handheld terminal and closed-loop theory to establish a coal mine work groups safety management system and practiced in a certain coal mine. The study results show that the hidden dangers inspection system which take work groups as the basic unit can meet the requirement of first-line hidden dangers inspection, made comprehensively closed-loop coal mine hidden dangers inspection a reality, effectively increased the safety level of coal mine production.
