Abstract: Coal is the main energy and important raw material in China. Whether coal enterprises can create value and sustainable development will be related to China's energy security. In order to promote the high-quality and high-efficiency development of coal enterprises, the characteristics of coal enterprises with good performance is analyzed and discussed by comparative analysis and questionnaire, and then a characteristic index system of coal enterprises with good performance is conducted from the three-dimensional perspective of input factors, process management and business development effectiveness. The system contains 21 secondary indicators such as resource endowment, technology, facilities and 46 tertiary indicators such as coal quality and geographical location. Finally, the established characteristic model is applied and tested based on the relevant data of Shaanxi Coal and Chemical Industry Group Co.,Ltd.，and its valuation results are analyzed and discussed.
