Abstract: This paper expounds the background, institutional framework, connotation and operational mechanism of the integrated operational anti-freeze vehicle management system in Shenhua Group. Through comparing and analyzing the unloading condition of the two own ports during the period of the anti-freeze vehicle in the last three years, suggests that the implementation of integrated operational anti-freeze vehicle management system has created huge economic and social benefits.The number of the frozen vehicles in two own ports decreases about 60% in the last two years; The efficiency of the integrated operation has been greatly improved, and the number of unloading vehicles has increased by 27.4% in the two own ports; The proportion of frozen vehicles dropped from 3.6% to 1.1%.
