摘要: 文章论述了改变目前工程造价管理单纯局限于施工阶段甚至工程预结算工作的现状,将工程造价管理工作贯穿于项目决策、工程设计、施工监管直至竣工结算、工程审计等整个工程管理过程,进行全过程的控制和管理,并且充分发挥其评价、控制等管理职能,是有效控制工程造价的必要措施,更是提高工程管理水平的有效途径。而在整个控制过程中,项目决策和设计环节是起决定性作用的阶段,将工程造价管理关口前移至项目决策和设计阶段,已经越来越成为建设单位的普遍共识。并重点阐述了如何加强对项目决策和工程设计阶段的造价管理问题。

Abstract: Abstract: To change the present situation that the project cost management is only limited to the construction stage or even the project budget and settlement work, the project cost management should be carried out throughout the whole project management process, such as project decision-making, project design, construction supervision, completion settlement, project audit, etc., and the whole process of control and management should be fully developed. It is a necessary measure to control project cost effectively and an effective way to improve project management level to exert its management functions such as evaluation and control. In the whole control process, project decision-making and design is the decisive stage. It has become a common consensus of construction units to move the project cost management to the project decision-making and design stage. This paper focuses on how to strengthen the cost management of project decision and engineering design stage.
