摘要： 本文结合实践经验从招标代理的角度简单论述了煤炭行业有关项目招标文件编制中的主要注意事项。主要涉及招标文件编制的主要原则、投标人资格要求、商务和技术要求、评标方法以及招标文件的审核与完善等。

Abstract: Points for attention in compiling of bidding document are discussed with examples of coal industry from the tendering agent’s viewpoint. The main body of the paper deals with the primary principle, qualification requirements, commercial and technical requirements, evaluation method, examine and verify of bidding document.
