煤矿安全管理缺陷研究概述

摘要:
煤矿安全管理缺陷是导致煤矿事故发生的根本原因,但煤矿安全管理缺陷排查整改现状不容乐观,煤矿安全管理与现代化管理水平仍有差距。为减少我国煤矿安全管理存在的缺陷、促进排查整改工作的落实,梳理了煤矿安全管理缺陷的发展历程;分析了煤矿安全管理缺陷的研究现状和实践现状;提出以管理缺陷为主线的事故致因模型;探讨了煤矿安全管理缺陷的概念、具体内容和未来展望。研究表明:煤矿安全管理缺陷的敏感性、特殊性、复杂性、隐蔽性和模糊性是导致其在我国煤矿实践中难以进行的根本原因。最后,根据研究结果给出了关于对管理缺陷进行排查和整改的理论模型、实践流程的发展建议。
