Abstract: Based on the relevant laws, regulations and standards of mineral resources development and utilization scheme, combining with my nine years of experience in nearly three hundred development and utilization plans review, the main points and problems of compiling the mineral resources development and utilization plan are summarized, then take coal resources as an example, the existing problems of nine aspects including plan publish, project overview, mineral commodity supply and demand status and prediction, resources situation, the development scheme, ore dressing and tailings facilities, safety, environment protection and scheme are briefly discussed, according to this, the matters needing attention, improvement measures and suggestions in the preparation of the plan has been put forward, which provides a reference for improving the preparation of the plan for the exploitation and utilization of mineral resources.
