万峰煤矿安全生产风险分析及管控研究

摘要: 为分配有限的管理资源来保证煤矿的安全生产,通过对万峰煤矿实际调研,从危险源的所属风险类型、可能导致的事故类型及风险等级三个角度进行危险源分类,采用工作任务分析法及风险矩阵法对该矿进行了风险辨识及等级评价,形成了安全生产风险分析及管控的两条主线,并通过专家角度的层次分析法及一线工人角度的百分权重法进一步开展第一条主线的比较分析。结果表明:高频次风险类型中较高风险等级发生的人的不安全行为与高风险等级中高频次发生的事故类型两条主线对危险源及事故类型针对性管控措施的采取具有导向作用,两者相互配合能把控矿井整体的安全风险,确定该矿安全管理的重要矛盾,避免煤矿安全风险管理的盲目性。

Abstract: To allocate limited management resources reasonably to ensure the safe production of coal mine, a practical survey of Wan Feng coal mine was conducted to classify the hazards from three perspectives: the type of risk associated with the hazard, the possible types of accidents, and the risk level. The method of task analysis and risk matrix method was used to make the risk identification and evaluation, forming two main lines of safety production risk analysis and control, further carrying out the comparative analysis of the first line through the analytic hierarchy process of expert angle and the hundred points weight method of frontline worker. The results showed that the two main lines of human unsafe behavior at higher risk levels in high frequency risk type and types of accidents with high frequency occurrences in high-risk grades could take specific point-to-point control measures against hazard sources and types of accidents. The cooperation between the two can control the overall safety risk of mine, determine the important contradictions in the safety management of the mine, avoid the blindness of coal mine safety risk management.
