摘要: 在我国以煤为主的清洁化能源战略背景下,随着国家环境保护相关制度改革的迅速推进,煤炭开采环境影响后评价制度推进迫在眉睫。论文在对煤炭开采环境影响特征及差异性分析的基础上,分别分析了对煤炭开采生态环境以及地下水环境影响后评价的重点内容、环境影响后评价介入时机以及服务周期,以期为环境影响后评价制度落实以及《环境影响后评价技术导则——煤炭采选》制定提供技术支撑。

Abstract: Under the background of China’s coal-based clean energy strategy, the environmental impact post-assessment system promotion of coal mining is imminent with the rapid development of the national environmental protection system reform. In this paper,the key contents of environmental impact post-assessment for coal mining were analysied systematically, the opportune?moment to assess environmental impact and service cycle were discussed.The paper will provide technical support for formulating Technical Guide named Environmental Impact Post-assessment of Coal Mining and promote the environmental impact post-assessment system.
